No person riding upon a bicycle, motorcycle, coaster, roller-skates, sled or other device shall attach the device or himself to a moving vehicle upon a street – nor shall the operator of a vehicle upon a street knowingly allow a person riding on any of the above vehicles or devices to attach himself, the vehicle or the device to his vehicle.
