If the owner does not respond to a parking violation citation affixed to such vehicle within a period of five business days, the city recorder may send to the owner of the vehicle to which the parking citation was affixed a letter informing him/her of the violation and warning that in the event the letter is disregarded for a period of five business days, a warrant for the owner’s arrest may be issued by the municipal court for the city..
