Members of the City Planning Commission shall receive no compensation. The City Planning Commission shall elect a secretary who need not be a member of the commission. Such secretary shall keep an accurate record of all proceedings of the commission, and the commission shall, on the first day of October of each year, make and file with the City Council a report of all transactions of the commission.
