The violation of a provision of this title relating to the operation of a motor vehicle on other property open to public travel shall be a municipal offense, and shall subject the violator to arrest by a police officer or a private citizen if the violation takes place in the presence of the officer or citizen, or by a police officer acting under authority of a municipal court warrant.
