If a sidewalk is not constructed as required by HRMC 15.16.010(C), then the City may construct or hire a contractor to construct a sidewalk for the full street frontage in front of and at the side of such property – and the assessment and collection of the costs of such improvement will be assessed against the property and borne by the property and the owner of the property as provided by HRMC 13.20.030.
